Whether you are alone or accompanied in the vehicle, whether you drive the vehicle yourself or let someone else drive it... If a car is used to transport a disabled person or a person with a disability (even a minor), you can benefit from a number of advantages under certain conditions.
What are the benefits?
When you purchase your car in Belgium, you are entitled to:
- a reduced VAT rate of 6% provided that it is used for at least 3 years as a means of personal transport
- a reduced VAT rate of 6% on the purchase of spare parts, equipment and accessories, as well as for servicing and repair work
- exemption from the registration tax and the annual road tax
Who is it for?
These measures are available to the following people:
- people who are completely blind
- people with complete paralysis of the upper limbs
- persons who have undergone amputation of the upper limbs
- persons with at least 50% permanent disability resulting directly from the lower limbs
- registered disabled military or civilian war veterans
The Directorate General for Persons with Disabilities provides a disability certification service for persons who are not registered disabled ex-servicemen. The Directorate General of Victims of War provides certificates for disabled ex-servicemen.
What are the formalities to follow?
You’ve chosen your new car and you have a purchase contract including the key vehicle data and the identity of the seller. Here are the steps you need to follow:
1. Call the Contact Centre who will then send you a letter by post containing more information and application form 716.1
2. Complete, date and sign this request form and send it:

3. If you meet all the conditions, you will receive an authorisation that you can hand over to your car dealer by the time of delivery of the vehicle at the latest
4. On the sales invoice and its duplicate copy, the seller should mention:
- the date of form 716
- the reference number of this form
- the official name of the SME management team that issued it
What are the terms and conditions?
By signing the form, you undertake to:
- register the car in your name or in the name of your legal representative and apply for an exemption from road tax
- only use the car for your personal transport
- never use the vehicle for the transport of goods, except for your luggage and other personal property, and to never use the vehicle for transporting people in exchange for payment
- have only one car at the same time under the preferential VAT system
- present a certificate from the doctor justifying the use of the type of vehicle in the event of a van
- immediately inform the Federal Public Service of any change of use or if the vehicle is sold
